Can I eat as much vegetables and fruit as I want with out gaining weight

No and yes.
No, because anything you eat contains calories. Eat more calories than you burn and you will gain weight... no matter what they come from.
On the other hand... a Big Mac is 560 calories. An apple is 71.8. So if you ate apples instead of a Big Mac, you could eat almost eight of them!
